He stresses also the role of Barangay officials and tanods when thew BFP is responding in their respective barangays. Unity and oneness is one of the Municipal Fire Marshals’(MFM) major objectives in conducting this Barangay Olympics.
The 33 barangays were clustered in 16 teams having ten ( 10 ) menbers for each team. Barangays that are adjacent to each other formed a team. Fire Prevention is one of the key programs of the Bureau of Fire Protection ( BFP ) to lessen fire incidents in the country and to inform constituents about their responsibilities to avoid incidence of fires.
March 1, 2013 – “ Walk for a Fire Free and Fire Safe Nation “ has been conducted in Candon City as part of the Fire Prevention Month. BFP Personnel from the second district of IlocosSur , officials from Philippine National Police ( PNP ) and Bureau of Jail Management and Penology ( BJMP ), and criminology students of NICOSAT attended the said activity.
This year’s Fire Prevention Month theme was “ Sunog at Sakuna Paghandaan, Kalikasan ay Pangalagaan nang Matamasa angPag-unlad ng Bayan”, with which the BFP promoted through lectures, firedrills and through broadcast media.
BFP- Candon City, headed by SINSP NEMESIO R VALENCIANO JR, Acting City Fire Marshal, conducted a two-day training / seminar on March 25-26 2013 to the members of the Municipal Disaster Risk Reduction Committee ( MDRRMC ) of Gregorio del Pilar, Ilocus Sur. Moreover, on the night of March 30 2013, BFP rescuers tried to rivive Mr. Nestor Valdez, 60, from Patac, Galimuyod, Ilocos Sur from drowning. The incident occurred at Darapidap Beach Resort in CandonCity and was transported to St. Martin de Porres Hospital, also in Candon City.
Through the effort and initiative of then OIC Municipal Fire Marshal SFO4 Roberto C Fiesta together with his staff during his term before he retire last 10 October 2012 , the Local Chief Executive, Hon. Mayor Zuriel S. Zaragoza, granted the request for the repainting of Narvacan Fire Station last December 2012. On January 2013, the repainting of the fire station was completed.
Now Narvacan Fire Station has a new look after 16 years since it was built.
In order to cope up with the demands of making reports and compliances on time, an office must have a computer set. This station was provided a computer set during the time of the former MFM SFO4 Rodolfo Q Molina but the problem is its printer, an HP Deskjet D2660 model with non-refillable ink cartridges which are very expensive to maintain. Upon assumption of duty as Acting Municipal Fire Marshal of this station, SFO2 Romeo P Medrano initiated the provision of a bottom-less printer and requested it to the office of the Municipal Mayor. On February 14, 2013, the dream of the personnel of this station to have an economical printer was realized as the Local Government Unit under the leadership of Municipal Mayor Hon. Mark Anthony A. Purisima donated an EPSON L110.
Organization of a Community Fire Brigade as mandated in Rule 6 Division 2 Section 220.127.116.11 Paragraph D of the New Fire Code of the Philippines (RA 9514) is very much needed in all barangays of our country for faster and efficient delivery of public service. When we speak of public service within the community, first to be recalled in to our minds are the barangay tanods. Yes they are our multipliers and first responders in case of fire and other emergencies within their respective barangays. And these realities did not escape the vision of our energetic Acting Municipal Fire Marshal SFO2 Romeo P Medrano.
As early as the first week of January of this year, our Acting MFM coordinated with the concerned officials of this municipality for the conduct of Barangay Tanod Skills Enhancement Training/Seminar and presented to them the activity’s Program of Instruction and was approved right away by the ABC President, Hon. Efren J. Pula, the DILG Officer, MLGOO Racquel Pilotin and the Municipal Mayor, Hon. Mark Anthony A. Purisima. Barangay Tanods of the fifteen (15) barangays of this municipality were clustered into three (3) groups (5 barangays per group): one from the eastern barangays, another from the metro poblacion area and also one from the southern barangays.
On March 16, 2013, the group from the eastern barangays was the first to be trained and followed by the group from the Metro Poblacion barangays which was conducted on April 6, 2013. During the course of these activities, their roles as a community fire brigade, basic first aid and rescue techniques, fire suppression as well as fire prevention and safety were taught to them. As highlight of these activities, participants were required to conduct a return demonstration in order to showcase what they have learned on the said trainings and as expected, this program produced a positive output – and that they are now truly considered as our partners in the implementation and enforcement of the bureau’s thrusts and programs.
